You can try to rename War Thunder folder into something like War Thunder1, then uninstall the game from Steam, then rename folder back to War Thunder and install it on Steam. Maybe this way Steam will detect most files and will skip downloading them all again. I have quick Internet connection, so I just reinstalled everything and all is working fine now.
